UK allows diesel and jet fuel refined from Russian oil

The UK government has issued a licence allowing imports of diesel and jet fuel that were refined from Russian crude in third countries, officials said. The move responds to rising fuel prices and supply concerns after disruptions linked to the conflict in the Middle East and a closure of the Strait of Hormuz.

The licence, published on Tuesday and effective immediately, covers diesel and jet fuel refined abroad — notably in countries such as India and Turkey — while other oil product restrictions remain in place. Companies bringing these fuels into the UK must keep required records and follow conditions set by the licence.

Government ministers said the change is needed to protect supply chains and ease cost‑of‑living pressures for households and businesses, while saying overall sanctions pressure on Russia will continue. The licence is indefinite but will be reviewed periodically and could be amended or revoked if circumstances change.

Critics warned the exemption risks allowing Moscow to earn more revenue from oil exports and could undermine the wider sanctions strategy. The UK action follows a similar waiver from the United States, which also extended allowances for some fuel imports to ease shortages.
