PFIPC scandal Babachir Lawal questions budget code
Former Secretary to the Government of the Federation Babachir Lawal has raised fresh concerns over the scandal involving the so called Presidential Foreign Intervention Promotion Council PFIPC. Lawal said the case suggests a big racket and possible institutional compromise within the system. He questioned how an agency that was allegedly created by one person could be assigned a budget code and funding if proper checks were followed. He said agencies should have a legal basis before they are allowed to receive public money. According to him the executive normally proposes a new agency before the Attorney General and the National Assembly review and approve it.
