Capture de Maduro : un tournant géopolitique majeur

Le 3 janvier 2026, les États-Unis ont mené une opération militaire directe sur le territoire vénézuélien, conduisant à l’arrestation du président en exercice, Nicolás Maduro, puis à son transfert forcé vers les États-Unis, où il doit être traduit en justice. Cette action, revendiquée publiquement par le président américain Donald Trump, est présentée par Washington comme relevant de la sécurité nationale.

Les faits sont établis et confirmés au plus haut niveau de l’État américain. En moins de vingt-quatre heures, une puissance militaire a capturé un chef d’État en fonction sur son sol national, sans mandat international, sans résolution du Conseil de sécurité des Nations unies et en l’absence de conflit armé officiellement déclaré entre les deux pays.

Selon les informations disponibles, l’opération aurait été précédée d’une phase de communication diplomatique destinée à masquer les préparatifs militaires. Alors que Donald Trump évoquait publiquement la possibilité d’une solution négociée pour le Venezuela, les forces américaines finalisaient leurs plans, attendant des conditions jugées favorables pour intervenir. L’objectif principal aurait été d’empêcher toute sortie du territoire vénézuélien du président Maduro.

Un élément renforce la sensibilité de cette séquence. La veille de son arrestation, Nicolás Maduro avait reçu au palais présidentiel un envoyé spécial de la Chine, mandaté par le président Xi Jinping. Cette rencontre officielle soulève des interrogations sur le niveau de renseignement américain et sur une possible infiltration avancée de l’appareil sécuritaire vénézuélien, voire l’existence de complicités internes de haut rang.

La rapidité et l’absence apparente de résistance majeure posent question. Comment un président en exercice a-t-il pu être capturé sans affrontements significatifs ni réaction immédiate des forces armées ? Plusieurs hypothèses sont avancées, allant de la neutralisation préalable de la chaîne de commandement militaire à une fragilisation interne du régime, facilitant l’opération.

Dans ce contexte, le rôle de la Russie apparaît limité. Bien que le Venezuela ait acquis des équipements militaires russes et chinois, aucun accord de défense mutuelle contraignant n’obligeait Moscou à intervenir, contrairement à d’autres alliances formelles existantes sur la scène internationale.

La réaction internationale, pour sa part, est restée mesurée. Quelques condamnations verbales ont été exprimées, sans déboucher sur des actions concrètes. Parallèlement, Donald Trump a annoncé que les États-Unis superviseraient une phase de transition au Venezuela, tout en évoquant l’arrivée prochaine de grandes entreprises pétrolières américaines. Des mises en garde adressées à la Colombie et à Cuba ont également alimenté les craintes d’un élargissement des tensions régionales.

Sur le plan géopolitique, cette opération marque un revers majeur pour la Chine et la Russie, toutes deux fortement engagées économiquement et stratégiquement au Venezuela. Des investissements considérables se retrouvent désormais sous une influence américaine renforcée.

Au-delà du cas vénézuélien, cette intervention interroge profondément l’ordre international. Si un chef d’État en exercice peut être arrêté et jugé par une puissance étrangère sur décision unilatérale, le principe même du droit international comme cadre régulateur est fragilisé. Cette situation alimente les inquiétudes quant à d’éventuels précédents, dans d’autres régions du monde, où la force primerait désormais sur le droit.

Le monde observe cette séquence avec stupeur, alors que se pose la question d’un basculement durable vers un ordre international fondé davantage sur la puissance que sur les règles communes.
