Nigerian Oil Regulator Rejects New Decommissioning Commission

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has officially opposed a bill to create a new agency for decommissioning oil and gas facilities. The bill, which proposes the National Commission for Decommissioning of Oil and Gas Installations (NC-DOGI), was debated at a public hearing in Abuja. The NUPRC argued that the new commission is unnecessary and would duplicate existing efforts. The House Committee Chairman, Rep. Ado Doguwa, acknowledged that decommissioning old oil facilities is a major challenge for Nigeria. He stated that these abandoned sites have serious environmental, economic, and social impacts on host communities. JUST IN: Dangote Refinery denies mass sack, says workforce shake-up targets sabotage

The Dangote Petroleum Refinery and Petrochemicals has confirmed a sweeping reorganisation of its operations and workforce, but denied reports of a mass sack of workers. In a letter dated September 24, 2025, signed by Chief General Manager of Human Asset Management Femi Adekunle, the refinery said the move was triggered by “many recent cases of reported sabotage in different units of the Petroleum Refinery leading to major safety concerns.” The 650,000 barrels per day facility, which began production in 2024, directed affected staff to hand over company property to their line managers and await clearance for entitlements to be computed by the Finance Department. Nigeria supplies 67.6m barrels of crude to local refineries

The Federal Government says 67,657,559 barrels of crude oil were supplied to Nigerian refineries between January and August 2025. The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) confirmed the figure, noting that deliveries went to both modular and state-owned refineries such as Waltersmith, Aradel Energy, and Nigerian National Petroleum Company Limited (NNPCL) facilities. Eniola Akinkuotu, Head of Media and Strategic Communications at NUPRC, explained that the supplies were made under the Petroleum Industry Act (PIA) 2021 and the Domestic Crude Supply Obligation (DCSO) policy, which requires producers to reserve a portion of crude for local processors before export. Despite this allocation, refiners received far less than they requested.
