Marco Rubio drew intense scrutiny at the Munich Security Conference, as European leaders watched closely for signals about the trajectory of transatlantic relations under Donald Trump. Although Rubio’s remarks did not entirely dispel European unease, they were broadly interpreted as an effort to reassure allies that strains in US-Europe relations would not amount to a rupture.
