
A federal judge has intervened to block the Trump administration’s efforts to shut down the U.S. Agency for International Development (USAID). On March 19, 2025, Judge Theodore Chuang ruled that actions led by Elon Musk’s Department for Government Efficiency (Doge) were likely unconstitutional and ordered that access to USAID’s computer and payment systems be restored.
The judge also halted the termination of USAID employees, although he did not mandate the reinstatement of those previously placed on leave. The case was brought forward by 26 unnamed USAID employees who argued that Musk’s actions were part of a larger, reckless strategy to dismantle U.S. government agencies.
This ruling adds to the legal challenges facing the Trump administration, marking another significant setback in its push to reorganize government functions. The case reflects broader concerns over the legitimacy of Doge’s authority and its impact on the functioning of key federal agencies.
