The United States has accused Rwanda of breaching a newly agreed peace deal aimed at ending hostilities in eastern Democratic Republic of Congo by continuing to support the M23 rebel movement. The accusation comes only days after Washington announced it had helped broker an accord between Kinshasa and Kigali to reduce tensions.
US and UN officials say M23 has launched fresh attacks in parts of eastern Congo with backing from Rwandan forces. Reports indicate that Rwandan troops, weapons and logistical support have enabled the rebels to gain ground in mineral rich areas of South Kivu and neighbouring provinces.
International and regional sources cited in media reports say more than 400 people have been killed since the latest escalation began, including civilians and combatants on both sides. An estimated 200,000 people have been newly displaced by the violence, adding to millions already uprooted by years of conflict in the area.
Under the Washington peace agreement, Rwanda pledged to halt support for armed groups such as M23 and to work towards a durable ceasefire with Congo. However, UN experts and US officials say intelligence and field reports suggest that between 5,000 and 7,000 Rwandan soldiers remain active inside Congo in support roles alongside M23 units.
Rwanda has denied the allegations, insisting that it is Congo that has repeatedly violated the ceasefire terms. Kigali also accuses Kinshasa of collaborating with the FDLR militia, which Rwanda views as a direct threat linked to those responsible for the 1994 genocide.
The renewed clashes have raised fears of a wider regional fallout, with shelling reported near borders and civilians seeking safety in neighbouring countries. Analysts caution that without strict monitoring, meaningful dialogue and genuine commitment from all parties, the US brokered deal could unravel, allowing the conflict to escalate despite international mediation efforts.
