À l’approche des élections municipales du 17 juillet 2025, l’heure est au bilan des mandats locaux. Dans le cadre de la loi sur la décentralisation, les conseils municipaux sont appelés à rendre compte aux citoyens de leurs actions entre 2020 et 2025.
La Commune Golfe 1, dirigée par le Ministre-Maire Koamy Gomado, également Vice-Président du Conseil des Collectivités Territoriales du Togo (FCT), a ouvert cet exercice de transparence le mardi dernier à Lomé.
💰 Une Croissance Budgétaire Encouragée
Le budget municipal est passé de 2,491 milliards FCFA en 2020 à 3,224 milliards en 2025, soit une hausse de 29,40 %, témoignant d’un renforcement progressif des capacités de gestion locale.
🎓 Éducation, Jeunesse et Emploi : Des Avancées Concrètes
La commune a placé la jeunesse au cœur de ses priorités, avec des actions ciblées :
- Formation de 120 jeunes à l’entrepreneuriat
- Financement de 40 projets portés par des jeunes
- Création de la Digital Academy (DNA) : 60 jeunes formés par an
- Bourses universitaires pour une quarantaine de nouveaux bacheliers
- Soutien scolaire et formation de 40 jeunes au CFMI (Centre de Formation aux Métiers Industriels)
🧍♂️ Effectif Administratif : Une Montée en Puissance
Le personnel municipal est passé de 13 agents en 2020 à 224 aujourd’hui, renforçant la capacité d’action sur le terrain.
🌍 Coopérations Décentralisées : Une Ouverture Internationale
La commune s’est distinguée par une stratégie proactive de coopération nationale et internationale, notamment avec :
- Agen (France) : gestion des déchets, santé, environnement
- Rabat (Maroc) : urbanisme, digitalisation, développement durable
- Mohammedia (Maroc) : insertion professionnelle, avec 40 jeunes financés à hauteur de 200 millions FCFA
⚖️ Entre Réalisations et Défis Structurels
Malgré ces progrès, Koamy Gomado reconnaît des freins persistants :
“Les ressources propres restent insuffisantes et les financements extérieurs difficiles à mobiliser. Mais une base solide a été posée pour faire de Golfe 1 un pôle attractif pour les investissements privés.”
