US Insists It Authored Ukraine Plan After Claims of Russian ‘Wish List’

The US government, led by Secretary of State Marco Rubio, has reiterated that its controversial 28-point peace plan for Ukraine was drafted by the US, not Russia, despite claims from some US senators describing it as a Russian “wish list.” The plan, based on input from Russia and Ukraine, calls for Kyiv’s troop withdrawal from contested eastern regions, limits on Ukraine’s armed forces, and freezes battle lines in partially occupied areas.

The proposal met with resistance from Ukrainian allies in Europe who claim it leaves Ukraine exposed and does not guarantee security for all Europeans. Details leaked from the plan include:

  • Withdrawal of Ukrainian troops from eastern areas Russia has been unable to conquer.
  • Limits on the size of Ukraine’s military.
  • Recognition of Russian control over Donetsk, Luhansk, and Crimea.

President Trump clarified the proposal is not his “final offer” for Ukraine, noting that ongoing talks in Geneva may extend the deadline for Kyiv’s decision. Ukraine, facing pressure over the plan, warns that the proposal risks the country’s security and sovereignty. European leaders also stress that a just peace must ensure true stability for Ukraine and Europe.
