Notorious Accra Robbery Suspect Extradited from Togo After Months on the Run

Article arrow_drop_down

In a significant development in regional law enforcement cooperation, the Ghana Police Service has secured the extradition of Adina Akpo Abdou Moudjibou, a notorious armed robbery suspect, from Togo. Moudjibou had been on the run since 2024, evading capture after a series of high-profile robberies in affluent Accra neighborhoods. His extradition marks a successful outcome of months of international collaboration and intelligence sharing between Ghana and Togo.

Background and Criminal Activities

Moudjibou, also known by several aliases including Rashid Bawa, Maxwell, Papa Rich, and Dawa, is believed to have orchestrated a series of violent armed robberies targeting wealthy individuals in areas such as East Legon, Cantonments, Ridge, Tesano, Airport Residential Area, and Adjiriganor between 2022 and 2024. These crimes were meticulously planned and executed, often involving sophisticated methods to bypass security systems. The robberies instilled fear among residents and prompted widespread public concern.

International Manhunt and Extradition Process

Following Moudjibou’s escape from Ghana in 2024, the Ghana Police Service, in collaboration with INTERPOL, initiated an international manhunt. Investigations revealed that he had fled to Togo, where he continued to operate under both Ghanaian and Togolese identities. In response, a warrant for his arrest was issued by the Adabraka District Court in September 2024, and he was subsequently listed on INTERPOL’s Red Notice.

On January 30, 2025, Togolese authorities arrested Moudjibou in Lomé. After several months of legal and administrative processing, the Togolese government approved his extradition to Ghana on May 12, 2025. A five-member Ghanaian delegation, led by a senior police official, departed Accra aboard a military aircraft to Lomé on May 14, 2025. There, Moudjibou was officially handed over by Commissaire Principal de Police Assi Elo Ani, Director-General/CID of the Togo National Police Force, in the presence of officials from the Ghana Embassy in Togo. The suspect was returned to Accra the same day and is currently in police custody, assisting with investigations.

Legal Framework and Regional Cooperation

The successful extradition was facilitated under the Agreement on Cooperation in Criminal Matters between Police Services of West African States, signed in Accra in December 2003. This agreement allows for the streamlined transfer of suspects between member states, enhancing regional efforts to combat transnational crime. The Ghana Police Service expressed deep appreciation to the Togo National Police Force, INTERPOL Lomé, and the Ghana Embassy in Togo for their cooperation. Special recognition was also given to Ghanaian officers who contributed to the successful operation.

Public Assurance and Ongoing Investigations

The Ghana Police Service has assured the public of its continued commitment to ensuring safety and security. Investigations are ongoing, and further arrests are expected in the coming weeks as authorities work to dismantle the criminal networks associated with Moudjibou. Residents are urged to remain vigilant and report any suspicious activities to the police.

Fair Wages Commission Acting CEO Proposes Hourly Pay in Ghana

Dr. Edward Bernard Adjei-Poku, Acting Chief Executive Officer of the Fair Wages and Salaries Commission (FWSC), has proposed the introduction of an hourly wage system across all sectors in Ghana. This proposal aims to align public sector compensation with actual hours worked, promoting fairness and productivity. Rationale Behind the Proposal Dr. Adjei-Poku emphasized the need for a comprehensive performance management system and a shift away from traditional pay structures that reward attendance over output. He noted that in some countries, hourly wage systems have been adopted to ensure employees are paid for the actual hours worked, rather than a fixed daily rate. The CEO highlighted the issue of "presentism," where employees are present but may not be productive due to weak supervision. He believes that adopting an hourly pay system could address this challenge by directly linking compensation to productivity. […]
