The Ghana Prisons Service has clarified the detailed and rigorous procedures used in granting amnesty to inmates, emphasizing that the initiative is not arbitrary but based on strict evaluation.
In an interview with Adom News, the Public Relations Officer (PRO), Chief Superintendent Abdul Latif, explained that a dedicated committee of medical professionals and prison officials thoroughly screens candidates before any amnesty is approved.
Chief Supt. Latif outlined that the evaluation process considers three key factors:
- Health Status – Medical professionals assess whether an inmate’s health condition warrants early release.
- Behavior in Prison – Prison officials review conduct, rehabilitation progress, and evidence of reform.
- Nature of Offense – The severity of the crime committed is carefully weighed before approval.
“The medical team focuses on the health conditions of inmates, while prison officials review their conduct and rehabilitation progress,” Chief Supt. Latif explained.
The PRO stressed that the amnesty initiative serves multiple purposes:
- Relief for deserving inmates who have shown genuine reform.
- Reduction of prison overcrowding across facilities.
- Support for reintegration of ex-offenders into society.
- Reduction of repeat offenses through rehabilitation-focused re-entry.
Chief Supt. Latif emphasized that the core goal of the Ghana Prisons Service is not just punishment but rehabilitation and reintegration. By granting amnesty under strict conditions, the Service seeks to encourage inmates to reform and return to society as responsible citizens.
The Ghana Prisons Service’s approach to amnesty highlights a balance between justice, rehabilitation, and public safety. With stringent medical, behavioral, and legal assessments in place, the program provides second chances while maintaining accountability.
