Rationale Behind the Proposal
Dr. Adjei-Poku emphasized the need for a comprehensive performance management system and a shift away from traditional pay structures that reward attendance over output. He noted that in some countries, hourly wage systems have been adopted to ensure employees are paid for the actual hours worked, rather than a fixed daily rate.
The CEO highlighted the issue of “presentism,” where employees are present but may not be productive due to weak supervision. He believes that adopting an hourly pay system could address this challenge by directly linking compensation to productivity.
Pilot Program and Future Plans
The FWSC plans to pilot the hourly pay model internally to assess its viability before proposing wider adoption. If successful, the model could be extended to other public institutions, potentially transforming the public sector wage system in Ghana.
Addressing Existing Challenges
Dr. Adjei-Poku also discussed broader issues within the public sector wage system, including the resurgence of pay inequities despite the introduction of the Single Spine Pay Policy (SSPP). He noted that inflation and the erosion of base salaries have led many institutions to revert to heavy reliance on allowances, undermining the SSPP’s purpose.
Additionally, the proliferation of collective bargaining certificates across public institutions has created challenges in unified wage negotiations. Dr. Adjei-Poku urged parliamentary and ministerial support to streamline the system.
Establishment of the Independent Emoluments Commission
Looking ahead, the government plans to establish an Independent Emoluments Commission by the end of 2025. This body will oversee salary setting in the public sector, aiming to eliminate disparities and promote fairness and transparency in compensation.
