Ministries, Departments & Agencies Affected by Auditor-General’s Payroll Audit

The Auditor-General’s Office has launched an extensive nationwide payroll audit targeting Ministries, Departments, Agencies (MDAs), and subvented organizations within the Government of Ghana’s payroll system. The audit will focus on verifying government employees and eliminating fraud, covering the period from January 2023 to December 2024. The process involves a physical headcount and scrutiny of payroll records to identify ghost names and financial discrepancies.

The list of affected institutions spans across numerous ministries, government agencies, subvented organizations, and regional development agencies. Notable ministries include the Ministry of Finance, Ministry of Education, Ministry of Health, and the Ministry of Defense, among others. The audit will also examine personnel records, salary payment vouchers, and compensation budgets.

The audit is a response to concerns over payroll fraud, including a previous case where GH¢17.8 million in unearned salaries was paid to non-existent workers. The findings will be submitted to Parliament upon completion.
