Forest Mining: L.I. 2462 to Remove Presidential Power in Granting Mining Licenses Laid Before Parliament
A key legislative development aimed at revoking the President’s authority to grant mining licenses in forest reserves has been introduced to Parliament. The Legislative Instrument (L.I.) 2462 was officially laid before the House on March 20, 2025, following a series of procedural disagreements earlier in the week.The instrument is designed to strip the President of the power to approve mining activities in forest reserves, a move intended to address illegal small-scale mining activities, commonly known as galamsey.Earlier this week, the introduction of the L.I. faced challenges. Minority Leader Alexander Afenyo-Markin called for a mandatory pre-laying process, while the Majority Leader Mahama Ayariga argued that the L.I. was a straightforward amendment that had already garnered consensus.
